The SIRFACT QUIESCE or RESUME command was issued, but the X'80' bit is not set in the SIRFACT system parameter. Since the X'80' bit in the SIRFACT parameter enables the SirFact APSY enhancements, it is required before the SIRFACT QUIESCE or RESUME command will work.
