This message indicates that there is insufficient virtual storage to allocate the control block to hold the indicated rule. 'Subcmd' indicates the JANUS rule command issued: WEB, CLSOCK, or SRVSOCK. 'Rule_type' indicates the type of rule being established, for example, ALLOW or ON.

To correct this problem more free virtual storage must be made available to Model 204. This could be done by bringing Model 204 up in a larger region or virtual machine, reducing the buffer pool size or reducing other users of virtual storage. Note that all virtual storage used for JANUS rules is "above-the-line" so "below-the-line" storage constraints are not an issue.
