You issued a MONITOR FSTAT command and specified a file list containing a file name for a file that is not OPEN and therefore has no associated file statistics.

System manager response: Reissue the command after opening the file, or reissue the command with a corrected file name.

CLASS=E	Error class; the message can be suppressed with the X'04' bit setting of the MSGCTL parameter
AUDITER	Writes the message with line type ER to the audit trail
