Create a new XmlDoc object (XmlDoc class)

Usage notes
- As described in "Using New or other Constructors", New can be invoked with no object, with an explicit class name, or with an object variable in the class, even if that object is Null:
%xmldoc = new %xmldoc = %(XmlDoc):new %xmldoc = %xmldoc:new
- An XmlDoc can only be instantiated by the New method or by making a copy of an existing XmlDoc via the Copy or DeepCopy method.
