Copy this RandomNumberGenerator (RandomNumberGenerator class)
This method returns a RandomNumberGenerator object that is a copy
of the method object.

Syntax terms
%newrand | A RandomNumberGenerator object variable to contain the copied object. |

Usage notes
- The method object (%rand) may be null. The output of a copy of a null object is a null object.
