A Disallow declaration appeared in a Private block. Disallow is only intended to restrict use of New or Discard outside the class so such a declaration only makes sense in a Public block. If the intent is to restrict use of the indicated method outside the class, move the Disallow to the Public block. Otherwise, delete the Disallow declaration.
