This message only applies to guest operating systems in a z/VM environment. The USE command was issued specifying ROUTER=VM, but the SVC has not been installed. 
Response: Contact your system manager or issue a form of the USE command that does not require the z/VM printer SVC, for example, USE OUTxxxx.
