M204.2311 Subsystem subsysName is being started
A STOP SUBSYSTEM command was entered for a subsystem which hasn't completed its start-up process. A subsystem cannot be stopped until it becomes fully active.
Response: Wait until a subsystem completes the start process, and enter the STOP SUBSYSTEM command again.
