MSIR.0815 Disallow only valid for New and Discard

A Disallow declaration was followed by something other than New or Discard. Presumably, this is the result of a misspelling of New or Discard. Otherwise, it is suggestive of a profound misunderstanding of the purpose of the Disallow keyword, and the Janus SOAP Reference Manual should be consulted for more information.
