This message indicates that the procedure specified after the SSL parameter in the JANUS DEFINE for a port did not contain the appropriate header for a certificate. The certificate procedure should contain a line that says either "-----BEGIN CERTIFICATE-----" or "-----BEGIN X509 CERTIFICATE".
