This message indicates that an LAI statement was issued in a FLOD program, and that the TAPEI dataset contains a UAI unload of file 'file' which contains SIRFIELD information. However, the Model 204 load module executing the LAI does not have the Sir2000 Field Migration Facility available. 

'Reason' will either be linked in or authorized.
