The undocumented WITHOUT INTEGRITY TRANSFORM option of REGENERATE was used, and the record number was altered as indicated. This can happen due to missing journals, and WITHOUT INTEGRITY instructs the command to ignore missing journals.
File manager response: After REGENERATE WITHOUT INTEGRITY is run, reorganize the file.
