The SIRCOMP parameter's X'02' or X'04' bit is set, and a compilation started in a procedure (the Begin statement was in that procedure) was not yet complete at the end of that procedure or upon return to command level. The compilation is terminated with an error. Usually, this is indicative of an error in the program being compiled -- a missing End statement, or an unclosed quote or comment block.
