M204.0859  Perm groups are not available during recovery

Model 204 cannot open a permanent group while restart recovery is running because CCAGRP, which contains permanent group definitions, participates in recovery.

Response: Wait for recovery to complete. Then retry the command.

CLASS=I	Information class; the message can be suppressed with the X'02' bit setting of the MSGCTL parameter
AUDITMS	Writes the message with line type MS to the audit trail
