M204.2111  1NF FILEMODL requires field attribute AT-MOST-ONE

An attempt was made to DEFINE or REDEFINE a field as REPEATABLE in a First-Normal Form (1NF) file. All fields in 1NF files must be defined with the AT-MOST-ONE attribute. The only exceptions are INVISIBLE fields, which are used only for indexing and must be specified explicitly as (INVISIBLE, REPEATABLE).
