This message indicates that insufficient virtual storage was available in the Model 204 region to start a Janus server connection. 'Purpose' identifies the kind of storage that was needed.

It can be ALLOC, which indicates the server port was defined with the ALLOCC parameter; ports without ALLOC have their storage allocated during the JANUS START command and so do not experience this failure in response to a connection request. This storage is used for the buffers described under the ALLOC parameter of the JANUS DEFINE command. 
It can be socket block, which indicates a Janus Sockets SRVSOCK port; the size of the storage required depends on the value of the SOCKMAX system parameter. 
Either decrease the size of the storage required (if feasible), or define the port without the ALLOC parameter (if appropriate), or increase the virtual storage available in the region.
