MSIR.0498 USER or USGROUP required on JANUS WEB ALLOW command when (newpassf) specified

A NEWPASS or NEWPASSF field was specified on a JANUS WEB ALLOW rule but no USER or USGROUP parameter was specified. Since a new password field only makes sense when userid level authentication is being performed, a USER or USGROUP parameter must be specified in conjunction with the NEWPASS or NEWPASSF parameter.
