MSIR.0499 System/subsystem global substitution failed: GTBL full

A system or subsystem global (that set by $Setg_sys or $Setg_subsys) must be moved temporarily to GTBL when it is used in a dummy string (?&) substitution. If GTBL is very close to full, this error can occur. Increase the size of GTBL.
