MSIR.0902 Can't define TNSERV port, TNDEV system parameter not set

A JANUS DEFINE command was issued with a TNSERV port type, but the TNDEV system parameter was not set. Before defining a TNSERV port, the TNDEV parameter must be set in the CCAIN stream. The recommended value for TNDEV is 21.
