File initialization YYDDDMMHHSSTH

This function returns the date and time a file was initialized, in YYDDDMMHHSSTH format.
The $FIniTim function accepts one arguments and returns either a null string or a string in YYDDDHHMMSSTH format.

%time = $FIniTim(fname)
