MSIR.0308 Can't run LAI against Pre-Release8 files

This indicates that you are attempting to load data via the LAI statement into a database file created by a pre-release 8 version of Model 204. If the file is empty, you can simply initialize the file with a post release 8 release of Model 204. If not, you can reorganize the file via UAI/LAI, into a post release 8 database file.
