M204.1942 Subsystem subsysName started without in-core procedure dictionary
The named subsystem has been started. No procedures in any of the locked files of the PROCFILE=* group match the precompile or non-precompile prefixes. The subsystem will have to do I/O each time a procedure is included to
locate the procedure in the unlocked files of the group. This is an informational message.
