M204.2545 Queue manager token has not been started
A STOP QUEUEMANAGER or BUMP QUEUEMANAGER MQ/204 command has been issued for a WebSphere MQ queue manager that was never started.
The START QUEUEMANAGER command was never issued or it did not succeed.
