The SIRAPSY command was issued for procedure proc in subsystem subsys but that procedure is not pre-compilable, that is, does not have the subsystem's pre-compile prefix. Since only pre-compiled procedures can use resident (shared) QTBL and NTBL, the SIRAPSY command is only valid for pre-compiled procedures.
