MSIR.0694 Insufficient storage for new subsystem procedure

The SIRAPSYF X'01' bit is set globally or for the current subsystem but there is insufficient virtual storage to add a new procedure with the pre-compiled prefix to the internal procedure dictionary. Increase the amount of virtual storage available to the Online region.

CLASS=E	Error class; the message can be suppressed with the X'04' bit setting of the MSGCTL parameter
AUDITER	Writes the message with line type ER to the audit trail
COUNT	Increments the error count (ERCNT) parameter
