MSIR.0769 Local classes not supported

A Class statement appeared inside a complex subroutine or method declaration. Such a class definition would be restricted to the scope of the method or subroutine in which it occurred, and so called "local" classes. Local classes were not supported before Sirius Mods Version 6.7.
