MSIR.0897 Nameserver IP address required if none defined yet

A JANUS NAMESERVER command was issued which did not have a nameserver's IP address indicated. While this is valid if a previous JANUS NAMESERVER command had listed one or more nameservers, it is not if no such command has been issued yet. That is, the first JANUS NAMESERVER command issued in an Online run must indicate one or more nameserver addresses.
