MSIR.0540 Janus DBCS parameter invalid when DBCSENV=0

The DBCS support for Janus Web server ports can only be used when you have also specified a non-zero value for DBCSENV, the Model 204 DBCS environment parameter.
Message attributes:

| CLASS=E | Error class; the message can be suppressed with the X'04' bit setting of the MSGCTL parameter |
